Chippewa Apaches are probably the cheapest you can go while staying remotely /fa/ approved.
Red Wings are pretty well established but their pretty bulky. Your frame's big enough for them though.

LL Bean's Katahdin Iron Works Engineer boots are the same as Chipp Apaches but with a toecap, no logo on the upper, and probably better customer service since it's LLB.

Wolverine 1000 Miles are also pretty well regarded here but they're more expensive.

nah man, jeans, blazer, button down without a tie and top one or two buttons unbottoned can look pretty good.
the real problem with this guys fit is the t-shirt, if he had an actually buttoned shirt(and better jeans) the blazer would only look tryhard, instead of flat out bad.
