Get a pair of black slim cut jeans that you can pair with most things - I'll recommend Acne Cash.
Get some plain, black and white t-shirts (velva sheen, uniqlo for cheaper)
Invest in a good, versatiles pair of shoes - I'll be generic and say Raf velcros, or Rick Owens DRKSHDW canvas ramones, since it seems that's what you want. Shoes really are the most important piece of an outfit.
From there, build off with more interesting shirts (Rick, Julius, Damir Doma, etc), outerwear (From hooded sweatshirts to down jackets to a leather rider, whatever fits your aesthetic) and more shoes until you have a wardrobe you're happy and comfortable with.
And don't be concerned with making mistakes, it happens to everyone, and it's a crucial step in developing your own personal style that you're comfortable in.

Chinos are typically cut to be high raise which means they billow at the hips more than low cut pants like jeans.
You should really just avoid chinos if you can. Also, light colors make things look bigger, dark colors make things look smaller. Go for dark charcoal chinos. Ditch the cardigan because it makes your shoulders look small/effeminate which accentuates the width of your hips even further. If you must wear a cardigan get a shawl collar. It will accentuate your shoulders and make your top half look bigger, balancing your torso's proportions with your hips.

Yeah honestly. Cardigans like the one in your pic are fairly emasculating. They instantly connote cluelessness. Rookies love em. They're the messenger bags of sweaters.

/fa/ will hate you for wearing hoodies because they're so safe, but hoodies and jeans are the best way to experiment with colors. They can be worn well. Just don't stagnate. Try and think of interesting ways to layer under and over the hoodies/sweatshirts. When I say interesting I don't mean tee shirt over a sweater, but maybe a down vest over a hoodie if the weather calls for it. Layers are the best way to learn how to pair colors.

I post this fit a lot because it correlates with the advice I give. It's pretty out of line with my current tastes but I think I worked the palette well so I'm posting it because you can learn from it.

Honestly it's better to take the path of a solo steezy monk imo. I don't even take advice from this board though I admit the bulk of my fashion folder is sourced here. Images are the best teachers.

What I recommend is that you don't go shopping looking for clothes. Lurk images until you can compose an outfit in your head, down to the color of every article and how many pockets it has. I've actually been legit T rex mode for ages so I can help you here. Start lifting to work your upper body and balance it out though. No excuses.

Everything that will look good around your thighs will look shitty and loose at your calves.
Levis 508s taper but the leg hole opening is still a bit wide and stacks don't happen. You just get bags.

Big thighs are a pain in the ass to work with but I recommend just sizing up in 511s or 510s. If you can shell out for raws, go for it because the extra inseam length will be a godsend. They usually come in like 36'' and 38'' inseams IIRC.

The thing with tapered jeans is that no matter how long they are, the leg opening will be the same width on every pair of the same model. What this means is on longer pants, the taper is less severe. For the sake of visualization, a pair of 30 x 16 jeans will look like two inverted pyramids attached to a waistband while a pair of 30 x 32 jeans will look more like two carrots on a waistband. Same beginning width, same end width, dramatically different shape.

Ideally I look for 30 x 34 but that straight up doesn't exist in cheap jeans so I settle for 32 x 34 and just deal with crotch bulge that comes with excess waist fabric by fucking with the button so it gets lodged in my belt buckle and keeps the crotch fabric taut. The extra length lowers the narrowest parts of the taper down to my calves, where my legs are actually narrow. I don't want the taper high up on my thighs because then it's basically jeggings. The extra fabric will look bad but can be eaten by tight cuffing. Black is the best color for not having hideous cuffs.

anyway, tl;dr: get a pair of 511s or 513 cargos 2 - 4 inches longer in your standard waist size. If you can't find a small enough waist size to accommodate the additional length, excess waist fabric is manageable and ultimately preferable to too tight of a taper or too short of an inseam.

Better yet, look into raws and just buy them TTS

Also, for inspo check out AMI's FW2013 collection.
The models obviously don't have disproportionate thighs but if they did you probably wouldn't know. The cut of AMI's trousers is ideal for smoothing the silhouette of large legs. Pay close attention to the taper.

As for the whole /fit/ thing I'd recommend joining a gym. Make sure you exercise all your main muscle groups, don't just do your top half or anything like that.

Also eat a shit ton more, you're gonna want like 4 meal a day at least and make sure you eat loads of calories and a good amount of protein (your weight in pounds --> eat that many grams of protein a day). Look at nutrition labels on food to keep track of this stuff.

Cut the chocolate and gaotorade, chocolate's ok every now and then but gatorade is a no. Keep the water and drink milk as well. Also less cheese, although it isn't that bad.

Weetabix is alright, I'd recommend oats/porridge instead. It's more carb heavy and has more protein. Put some jam or dried fruit in it to make it taste nicer.

Peanuts are good, keep that up.

Look for some high carb snacks, there's the malt loaf thing called Soreen that you might be able to get.

Pasta and rice are good.

Like I said, count your amounts of protein and calories.

Tuna is good.
