I think you don't really know what you're talking about, but you're almost right. A tourbillon is difficult to make but a tourbillon that actually makes the watch more accurate is so difficult that I can only think of two watchmakers who can do it (JLC and Greubel Forsey), and the only reason we know they can do it is because they entered tourbillons into chronometer tests.
