No. You cannot call it a chronometer at all without that certification. The "Superlative officially certified" stuff is just extra text Rolex put on there to make it seem more impressive. You can choose the other text but "Chronometer" or "Chronometre" are reserved words.

Before doing the master chronometer thing, Omega, for example, just put "Chronometer" on their dials but they were put through the exact same tests as the Rolex or Breitling Chronometers.

In Seiko's case, they were selling watches that matched the chronometer standards but hadn't been certified by a third party. It's no different than me telling you I can run a 10 second 100m dash and when you ask for proof, I tell you to just trust me.

In terms of the maintenance cost of watches, it's not that bad. If you have a rotation of watches, then you actually make the service interval longer, since you're not wearing them as much.
Also, you only need to get a watch serviced once it starts running poorly.

You're getting a mostly well-built, mostly well-finished, watch for a reasonable amount of money. It's backed up by a reputable company so unlike a microshitter, the company will be around to service it.

It's not as good as a Rolex, but it's pretty close to Omega and about equal to Grand Seiko. Based on what it costs, then, it's kind of a bargain.

I just arrived in Kanazawa today afternoon. I saw a rolex store and something called W I N G. They have Breitling, tag heuer and omega.
But, the only brand that interests me is still Credor. And sadly there is none here nor in Ueno. They all told me "Wako". Again, if you want rolex/omega/VC/patek-- etc. You will absolutely find what you're looking for, it's true what they say and it's also very cheap.
I will go to pic related once I'm back in tokyo.
