it's like each piece of that outfit sits at wildly different degrees of formality and quality. There is no cohesion, aside from the dull "colors" and the textures are all over the place (smooth cotton sport coat with denim and shaggy doggish/donegal sweater? that shit needs tweed). Also, with that skin tone and hair color, you need to go for contrasts. The blazer is too short btw, so you might want to tuck the sweater into your jeans (I hope they aren't low rise).
