Don’t use a normal bath towel on your hair, use microfibre or even an old T-shirt and don’t rub it but squeeze excess water out instead. Rubbing and the wrong materials frizzes hair because of the l friction

Probably your technique. If you’re just blasting at your head, then yeah it will be. If your hair is wavy or curly then use a diffuser and dry in sections, starting with the diffuser up against your roots and once they’re dry gather the hair in sections into the diffuser cup. If it’s straight use a concentrator nozzle, section the hair, and use a round brush with the dryer, brushing each section downward and pointing the nozzle the same direction, following the brush.

Well yeah, after a point they become saturated and won’t absorb any more water. Switch to air drying part way through. But depending on hair type/damage you might just have to suck up long drying times if you want to air dry.
