How do we restore certain aspects of 18th century clothing?

Start by promoting Baroque or Neo-Classical 18th century elements in fashion. It may amount to as little as more brocade patterns and gold or jewel looking motifs appearing on existing types of clothes, such as overcoats, suit jackets, waistcoats, and trousers cuffs. Perhaps frock coats and tail coats could even come back somewhat more than they appear now.

You don't. 19th century and medieval clothing was superior in literally every way. The 15th-18th centuries had some good aspects but were largely shit, probably the worst centuries for fashion in European history.
