From California, living in Japan for almost a decade. In Cali you find them in rich areas and here and there throughout the less prosperous cities. In general it is seen as snooty and not cool, by the plebs at least. In Japan there are scenes for virtually every style. Many men dress essentially preppy in their time off. I live in central Tokyo and see several good outfits daily in a sea of business suits.

Coasts are very different. I can't speak for the East but have heard what you said before. The Ivy colleges and prep style have deep roots there.
West Coast has its share of new money due to Silicon Valley, Hollywood, Farming, etc. That said it has a whole host of other problems and the wealthy tend to stay in their own communities. My hometown is in the Bay Area and is a shitty ghetto. The wealthy do not venture outside of their gated areas unless it is to shop at specific places or leave town. Prep/trad is virtually nonexistent. Even in San Francisco there is one neighborhood (Marina) packed with wealthy preppies while the rest of the city is pretty much devoid of them.
