Depends how you look at it, really. Sometimes a small upper body and long bean pole legs doesn't look that great either, I see it as more of a feminine woman's body type.

Leg length while growing can somewhat be influenced by environment too so if you spent your youth sitting on a computer you could have missed out on an inch or so. Torso length is genetic. It's what can cause the affect people are getting taller when actually their genetic component of torso length remains the same but the legs get larger so overall (genetically) they are not getting taller.

OPs pic could likely sit with a 6'3" person and be the same level due to the longer body if the tall one has a short torso.

Runway and superhero depictions of characters are what gives us the short torso/long legs preferred look.
