It depends on the boot and the situation.
The slimmer the boot's profile, the less noticeable the goring, and the sleeker it's construction (eg. wholecut vs paneled), the more leeway you'll have to dress them up.
That said context is hugely important. Wearing chelseas and dress pants out to a nice restaurant or even a more relaxed professional setting should be fine. Wearing chelseas and dress pants where the occasion calls for proper dress shoes however is much more questionable.
The boots in your pic are pretty ugly imo, but they would work with trousers as long as the pants were long enough to cover the elastic.
