You can get some decent Oxford shirts from anivy which are made in Portugal, plenty of tailoring from Italy, trousers from berg and berg, shoes from England, socks and sweaters and scarves made in Scotland. 200 pounds for a decent pair of shoes (e.g.loake 1880) is not too much money for anyone with a job and no dependents.

I think the problem in a big city like paris is that those shops get way more visitors.
Thrift shops only hang in the store what they have, they can't restock like a normal shop: once an item is gone you probably won't find it again.
Any good items that come in will be snagged away by the first guy who recognizes the quality/potential. If you need a day to think about buying it, too bad, a guy came in 1 hour after you left and bought everything.
