personally, straight restriction has never worked, especially once you get into the frame of mind where food becomes a "reward" or "sin" or w/e, you're just inviting a rollercoaster type relationship that (usually) leaves you fatter and crazier by the end. honestly, the less you obsess over food, the easier it is; ofc thats the catch tho, since its basically impossible not to once you get to a certain point. It's a bit of both actually.

Her upper body is really lacking in muscle.
You can see that her upper arms are straight; there's no structure except bones to hold it's shape so the post prominent part of her whole arm is the elbow joint.
Her back and torso musculature is also not developed; her figure follows the rib cage itself and you can see her ribs all the way to her armpit.
Clearly she doesn't do much upper body exercise.

Her lower body on the other hand is more muscular. She has shapely thighs where you can see muscle, her ass is round,
her gut is being properly held in by her abs even if they're not developed enough to show through the skin.
I'm suspecting she does butt/thigh exercises and maybe some ab exercises, however she could also be getting that figure from just walking, taking the stairs etc.

So what does this mean for you anon?
Obviously the main effort in looking like this comes from dieting, her most prominent feature is that she's skinny.
However you want to avoid ending up like the "more skinny-fat" version pic related.
So do lower ab exercises since the belly issue in skinny-fat people doesn't mainly come from fat, it's how you look when you can't hold your intestines in.
Do leg and ass exercises, like glute bridge, dead lifts and squats.
Heavier is better. if you're closer to skinny-fat than fit, it actually takes a lot to build muscle and going to the gym is going to be way faster and easier than flailing about in your room doing body weight exercises.
You also probably want to have a bit more muscular arms and back than her, you don't need as much as I drew in, but enough to not damage your joints doing daily activities.

How much do you eat when you're not restricting? And for how long and how much have you been restricting? Eating too much makes you lethargic too, so that could be the problem. If you're not restricting that much (few hundred cal in minus, over a few days or on an on-and-off basis) you might be getting more appropriate amounts of food....

Another possibility is that you have some kind of food tolerance and that is tiring you out.

There are several possibilities here, and it's impossible for us to tell which one it is without seeing a picture,
so I'll just list them so you can judge for yourself.
1. (The scary but likely one) You have an eating disorder and it's impacting your ability to view your body properly.
2. (The nice, but only applicable if you're female one) You have a really small frame compared to other people of your height, and BMI just doesn't work for you because of this. Well, it's not only females, maybe if you're a small Asian man you can be in this category too. I myself fall into this category and I look fit but not at all /thinspo/ at a BMI of 16.6.
3. You're skinnyfat. Fat is less dense than muscle, if you have a bad case of skinnyfatness you could be a pretty low weight and still look flabby and chubby-ish. At least in certain places.
4. Your height or weight is wrong. You're shorter than you think. (just a 2 cm difference in height can be a 0.5 difference in BMI), maybe your floor isn't straight so you're getting wrong numbers on your scale.
5. Your body is built a bit weird and so you have a long neck or something that makes your BMI seem low compared to your looks.

I've been doing intermittent fasting about 7 years now. I explain it to my friends ("I just eat all at once when I get home") They usually understand, they may poke fun at me about it but it's never serious. In my case, I know they worry because they care about me. If I really need them off my back I tell them I had a big breakfast before I saw them, or I'm waiting to eat a big dinner later. I'll make sure when I do eat in front of them that I eat a substantial amount. I also drink 0 calorie drinks because seeing that tends to appease them. However, I'm not anorexic/I'm at a healthy bmi so it might be different if I ever become underweight, and I never act weird about food when it is time to eat in front of people. I take a lot of food to my room and put the leftovers away when no one's around. When I skip lunch, I tell people eating lunch makes me feel really sleepy at work. Sorry if I rambled, that's just my experience with it

if you're starting out, i assume you're doing 16/8 first then people still see you eat lunch. You can do 1-2 day fasts over weekends or day offs.

for maintenance, 16-8 is enough for me (requires no willpower since it's just not eating breakfast, so just wait for lunch, and most of the time I only get to eat 2 meals a day because of work), no need for 1-2 day fasts really. So you'll only have issues when you're on the journey to your goal weight.

Heck you will probably end up losing weight with 16-8 alone (and maybe some cardio) if you're like me and you end up only eating only 2 meals a day, just make sure to eat something light (like almonds) right before eating dinner so it's easier to pace your eating and avoid binge eating. I found this to be my biggest problem when I came back home from work, i'd just start gorging 2-meals worth of food for dinner (though not necessarily bad if all I wanted to do was maintenance)

INTERMITTENT FASTING. Requires less effort and willpower, and it is actually good for you. Losing muscle from fasting is a myth. Start with only eating within an 8-hour window everyday, so only from 12PM to 8PM for example. I've seen improvement with acne as well.

Yea, you could be leaner, but it wouldn't help at this point to lose weight, unless you already had more muscle, to cut the weight to. Though you don't, so find out your find your lean mass, which is what you are now , then multiply .75 by your pounds, eat that amount of protein, then do a rigorous calisthenics program. This will make your peak natural musculature come out, and not bulk. You can find cheap protein on amazon, or eat more chicken. Also, do some cardio in way that does not interrupt recovery.
