Those shoulder belts are called Sam Browne belts. They were very common in early 20th century militaries, among officers and regulars when in dress uniform, and early on, even in field uniforms until WWII was about midway finished, and uniforms started becoming more practical. and less ornate. The jackboots were even phased out in favor of shorter ankle boots, that would be better for running in, and cost less material and money to make.
