Palladiums are pretty cheap and well regarded on /fa/; I have a pair that I wore in the snow all winter last year (Massachusetts so for a few months I stepped through a snow bank a couple times a day). They're very comfy in cities or on trails, lined with waterproofing, not too warm or too cold. The sides are peeling up from the soles in a couple places but for sub $150 and for the way I beat the shit out of them I'm not incredibly disappointed.

Once you get into sub $100 boots (retail) it's pretty much all mall tier shit or military surplus. Your surplus options are probably pretty limited, but mall shit will probably last you at least one winter. If you really don't care about your boots lasting more than a couple months you could just buy some crappy ones at a mall once you're in Seoul.

Black timbs really aren't too bad imo. Just stick with the classic timbs, some of the other models look really flimsy and shitty. As far as sneakers, you might be able to get away with something leather and a little padded like stan smiths. I have no problem wearing stans with wool socks (pro tip: get wool socks, they're way more important than the correct shoes imo) and pants that cover my ankles when it's below freezing but I wouldn't trust them on ice. In a big city that isn't *that* cold they'll plow and salt the roads well and stuff will melt fast so you probably won't see too much ice but you'll want to avoid puddles and little snow banks if you're just wearing sneakers rather than boots

Those are raichle styled hiking boots. You can buy a new pair of actual raichle boots for 150 or so, but if you look around in antique stores somewhere with cold weather you tend to see vintage pairs which seem to hold up well. That's where I got mine and I wear them consistently despite being about as old as I am. It should also be noted that the design is pretty often imitated by more common brands like red wing.

Clean with saddle soap, waterproof with leather conditioner, shine with polish. Light polish on fire and extinguish before applying. Dab on polish. Buff off polish with a cloth and a splash of water. Keep polishing until circles disappear and the boot shines.

If you want a more matte finish skip the conditioner and polish. Heat boots in a 120F oven and rub on Sno-Seal. Repeat steps until the boot no longer absorbs the wax. Remove excess wax with a cloth. Let wax cure overnight and buff with a fresh cloth.

The lacing/webbing setup works great and looks less like a goth boot with 20 extra straps than in the nike promo pics. Tongue/liner doesn't get all scrunched up between the laces anymore. Don't bake your boots.
If you really really care about them then every 3 months use saddle soap and leather conditioner / mink oil on them until the leather saturated with the oils. For the majority of people however simply using a good brand of polish should be enough (I recommend kiwi for longevity and cherry for quality), make sure to get it in all the creases, apply and remove with two separate brushes.
Other than that just the general, keep them clean wipe and brush dirt off them daily. If they're gonna be worn in the wet a lot I'd recommend applying dubbin every so often however regular polishing can also keep them relatively water proof

Meermin is easy to get in Europe but I think they don't make a ton of boots with rubber soles - you can go to a local cobbler and ask for a lug sole on top of the leather sole or you can do it yourself. In America having someone else do it will run you like $60 or doing it yourself will cost like $40 worth of materials. Bexley has more options I think.

It's possible to compromise and get something with a relatively sleek profile with a waterproof lining and a lugged sole but it's going to be the worst of both worlds. If you're working in one place you should just keep a pair of office shoes wherever you work and get a dedicated pair of boots for the trip to and from work. If this is a travel thing then get something lugged from Viberg or Truman Boot Co or whatever fuckoff expensive boot company you prefer, and keep it oiled and well maintained.
