lemme educate you a bit:
proportions and clothing usually work in a way where you try to hide or enhance unwanted properties of your body as to give illusion of better proportions
if you have short neck, slightly deeper v-necks make your neck look bit taller, if you have weak shoulders, lapels with horizontal lines make your shoulders stand out bit more, if you have long upper body, higher waisted trousers or skirt worn higher work to shorter your body, standard shit everyone can figure out

but playing with proportions imply that one does not only understand how to work with proportions like that but intentionally breaks those rules to give oneself traditionally 'unwanted' proportions for the sake of certain effect

Usually pants are wider at the top and taper in toward the bottom. This gives a "normal" proportion. They're usually worn with slimmer shoes because they makes your legs look slimmer. Anon's cargos look slimmer at the top and wider at the bottom which is the opposite of what you'd normally want. Not only that, but he then wore chunky shoes as well, making his feet / lower legs look even larger.

While in normal tricky ricky style this would then be paired with a slim top to show that the move is intentional, anon wore an oversized sweatshirt which hides the waist and makes the whole think look unbalanced since the chest and lower legs / feet look large but the upper legs look slim without a basis for it.

Since we're on a fashion board I'm assuming this was all on purpose but I will admit I don't think I'd like it in person. However, the purpose of fashion isn't always to look good and that's what I got from his fit.

if you want to learn about what's 'playing with proportions' pay attention to the parts there that explains what to avoid and the general rules part, then maybe pick some celebrity or rapper or internet personality or what have you that you like or follow, try to figure out what's their body shape and start to pay attention when they dress (or are dressed by their stylists to be exact) in the things the guide tells to 'avoid', it's usually intentional and if you are familiar with the usual things the person wears
and good luck, soon enough you probably know better than to post embarrassing text walls like that but we all gotta start somewhere I guess
