In the first pic the guy is wearing levi commuter cargos. They're treated to be water, dirt and odor resistant. If that isn't tech then I don't know what is. The t-shirt is probably just cotton, but it could also be merino wool. Most running shoes are probably made from some synthetic quick-drying material, but if the whole idea of techwear is performance and resistance to elements then running shoes would be well suited for running. All in all his fit seems designed to wick away moisture, dry quickly, or resist dirt/moisture. It looks casual as fuck, but you don't have to be full on urban stealth street-shinobi to be techwear. Most hiking/camping gear is tech by default but looks rather plain.

The second pic the guy is wearing a hard shell jacket (water/wind resistant) and what appears to be soft-shell pants that are probably water resistant. I don't know what kind of shirt he is wearing but assuming that's polyester or merino wool that works too. The only thing that really seems out of place is the maybe the hat and socks which could be wool.

Arc'Teryx is the gold standard in my opinion. The pieces are pretty conservative but they're very durable. I was issued a few pieces while in the military and they're still holding up after years, and they're great for backpacking, hiking, camping etc.
