Yep. My understanding is that there are longer ties made for taller people, I'd look for those.

As for length? I'm not really sure, to be honest. Suffice to say, you should be able to have the point in the appropriate spot (roughly the belt buckle, but not beyond it or above it) and have the remaining "tail" go fully into the loop or otherwise be long enough to pin with a tie bar.

Skinny fit around that price is hard, I believe Naked and Famous has some good black skinny denim for just a bit above or around the upper end of your budget.
