The one facing up is the Chamber of Commons (Câmara dos Deputados) the one facing down is the Senate.

The Chamber of Common's bowl faces up because they get the opinions of the people. The Senate faces down because it protects the status quo and current legislation. Its an allegory to what Bastiat (?) said that the state needs one hand facing up to give help but need to keep the other hand closed to ensure order.

look at the building you posted, the trims, scrolls, and engravings

they don't have any need to be there but architectural/classical convention, and don't make an interesting statement either as art nouveau would

i see it in the same way as wearing a suit to appear professional

i like the effect, but the means is silly. there is no reason that a suit with a jacket and collared shirt needs to be 'professional' or that a jumpsuit happens to be not. suits only exist as such due to the gradual development of them and the fact that they do indeed require effort only to show that effort, rather than necessarily the overall look thereof.

if you simply wish to fit in and make a simple statement, a simple suit will do. but I'd rather go one direction or the other - either an interesting and unique suit which builds and warps the history behind it, or ignore the conventions altogether and wear modern clothing

My dad is a licensed architect and got his degree at the Graduate School of Design at Harvard, and had to take quite a few engineering classes for his degree. He also has to continuously keep up to date on structural engineering, codes, etc. for testing to keep his license current.

It's funny because he hasn't actually worked on a "real" building since the '80s, as he fell into the movie/TV business as a Set Designer and eventually became an Art Director.

I've always liked architecture myself, and thought about following him into it, but discovered that like most other art fields, 99% of people have their heads completely up their own asses and I couldn't stand dealing with them.

I don't think marble would suit it. Marble as a material conveys a certain sense of extravagance and lavishness, which is kind of the opposite to modernist architecture's philosophy of simplicity. The untextured blank facade of modernist designs is part of its traits.

I see. Then I would prefer a style of which it goes away from a modernist style towards a modern 21st century style. Of course, that style did not exist when that building was built, which I assume was during the 50s or 60s. Anyways, maintain the same minimalist structure, but a more, as you say, extravagant by using marble. It would combine minimalism with a beautiful and detailed material. The Oslo opera house did so and I think that style is great.

Yeah, that might work, since they break up the marble texture by using a tile pattern. Otherwise it would look like huge slabs of marble stacked together which would be a bit much.

I feel like it might have something to do with the form of the building too, since the Brazilian Congress building is composed of traditional geometries, which already gives it a sense of formality and monumentality, so using marble would make the whole design feel very excessive in grandeur. But the Oslo Opera House uses more unconventional shapes in its composition which is more playful and light, so it can get away with using marble cladding.

It would be pretty difficult, since as you pointed out the nature of modernism is minimalist, whereas classical architecture often has highly detailed ornamentation, so the two clash. In fact the roots of modernism sort of began from the revolt against the use of ornamentation in architecture. Finding a balance between the two would be hard to execute tastefully. The closest you get to that is some contemporary designs which are simple in their basic form but then have surfaces which are broken up into intricate tessellating patterns. Facade patterning is really as far as ornamentation goes nowadays.
