It's not really a "rule" in that most people aren't aware of it, but I've literally never seen an exception to it. joggers with high top sneakers (like jordan 1s) might be an exception, but those still have a small leg opening, the bulkiness at the top comes from the collar thickness. I'd still never wear joggers with boots, no matter how they fit, because joggers by definition have a full taper. you don't need to go full boot cut, but your pants should ideally cover the top portion of the boot or be cuffed neatly so that it sits above it, but never inside it. the same goes for sneakers
