That's for you to decide.
Personally I don't think there's a need to be all sentimental about it.
If you want to cut it, then do it.
Though I don't think short hair would suit you, but who knows, maybe I'm wrong.

In all of your pictures the way you "style" your hair is pretty boring, look at some koreans and japs to get some inspo, e.g. girl on right in pic
And put on some makeup, should make a difference.

If the reason for cutting your hair is just to up your fashion game, then you're on the wrong path.
Cause based on your pics in this thread, you have very shit fits, including your glasses.

Though you have a decent face, so there's lots of room for improvement.
