It's a swiss alpenflage jacket. It has some official designation but nobody bothers with that.

It's also likely (with the uniforms) that they're not actually designed for concealment of the person, but concealment of stains and muck. Same thought process behind the american NWU.

Another example of camo looking weird up close but actually being incredibly effective would be alpenflage. I haven't seen any camo tests of the chinese blue uniforms though so this is just postulating.
