You have to take into account two different diameters:
-The case diameter (that's the size companies use)
-The actual dial diameter

You also have to take into account the color value, if the watch is white or light colored it will look bigger, if it's black it will look smaller.

Which is why as a wristlet i can pull of some 40mm watches and not some 36mm watches, because one may be black with a big rim while the other may be white with no rim.
Then take into account if the dial is crowded or not, if there are many things on it it may look smaller than if it's minimalist.
