okay so this is not a professional guide, just some easy steps for easy altering
ill just explain shortening + tapering together, i trust you guys arent complete retards and will be able to do one seperately
you need a sewing maching, yarn, scissors, needles, iron, measuring tape

-put pants on, figure out how short you want them, mark with needles or chalk
-cut off about 3cm's below your marking
-put them on again and figure out how much tighter you want them (remember to get your foot out)
-turn them inside out and mark where the new seam is supposed to run along -taper should start at the knee or even higher to make it nice and gradually and end at the leg opening
-you can just use needles and poke them through both layers to hold it in place
-sew along the line, a basic - - - - - - stitch is fine
-remove needles then try them on
-it might not be perfect but you can just try again, either sew over the other seam or remove it and start new
-you will see if its a nice taper or has an edge somewhere or is too curvy
-if youre happy cut the excess fabric off
-sew zigzag vvvvvvvvv over the edge to stop it from fraying
-now fold the bottom bit once about half the length to your actual length then fold again
-iron the cuffs to make them stay in place and then sew along the top (just like it looks now). because of the double fold it will look nice and tidy even when cuffed
-done!

here this picture might illustrate the steps or maybe confuse you
