It's a bit of both actually.

Her upper body is really lacking in muscle.
You can see that her upper arms are straight; there's no structure except bones to hold it's shape so the post prominent part of her whole arm is the elbow joint.
Her back and torso musculature is also not developed; her figure follows the rib cage itself and you can see her ribs all the way to her armpit.
Clearly she doesn't do much upper body exercise.

Her lower body on the other hand is more muscular. She has shapely thighs where you can see muscle, her ass is round,
her gut is being properly held in by her abs even if they're not developed enough to show through the skin.
I'm suspecting she does butt/thigh exercises and maybe some ab exercises, however she could also be getting that figure from just walking, taking the stairs etc.

So what does this mean for you anon?
Obviously the main effort in looking like this comes from dieting, her most prominent feature is that she's skinny.
However you want to avoid ending up like the "more skinny-fat" version pic related.
So do lower ab exercises since the belly issue in skinny-fat people doesn't mainly come from fat, it's how you look when you can't hold your intestines in.
Do leg and ass exercises, like glute bridge, dead lifts and squats.
Heavier is better. if you're closer to skinny-fat than fit, it actually takes a lot to build muscle and going to the gym is going to be way faster and easier than flailing about in your room doing body weight exercises.
You also probably want to have a bit more muscular arms and back than her, you don't need as much as I drew in, but enough to not damage your joints doing daily activities.
