The luch factory in Belarus wanted to make a quartz watch but Moscow was unwilling to commit much in the way of funding to developing a quartz movement. So the designers there decided to retrofit the luch 3045 into a quartz movement that they called the 3055. Basically, a quartz timing package is used to time when electromagnets are activated, which push the balance back and forth (even though there is a hairspring, the hairspring is not used for timing regulation). After that it works like any other hairspring-regulated electric watch; the rest of the geartrain is unchanged. Quite a few manufacturers did this, most prominently timex. Bulova also did something similar with their accuquartz, which was a retrofitted accutron 218.

Early quartz watches had several designs, including those that essentially retrofitted existing designs to be quartz regulated. Luch did a similar thing with their 3055, which added quartz regulation to their electromechanical 3045, since Moscow wouldn't allow the luch factory in Belarus to invest in a real quartz movement.
