Those are open contact points for diagnostics and test purposes. For example if you want to test a certain capacitor or an IC without opening up the whole movement you insert two probes in certain holes and see a graph on your measuring device (most likely a specialized watchmakers oscilloscope).
The graph can be interpreted and the repair guy can tell wether that component is working properly or not or is going to break soon.
