By and large it was a product of it's time. To pull off a skinhead look today you would probably want to dress more like pic related and less like the pic you posted. Heck, you might even be able to get away with something halfway in between. People seem to have a lot of weird rigid rules about what is and isn't acceptable skinhead wear. Your polo HAS to be Fred Perry. Your shirt HAS to be Ben Sherman. It all seems really restrictive to me.
