It's a citizen 7370. The second hand ticks once per second; at the time this was made, dead-beat seconds were still considered a desirable complication in a watch, and emphasized the precision of quartz watches at the time. Unlike modern cheap quartz watches, high-end quartz of the 70s and early 80s had accurate dial printing and the hands hit the indices very well.
