It's too far back I think, caught the gum on the right bottom side more than the others did. Looks straight though. It;s probably not the right attitude, but there's something fun in triumphing over your own physiology through will. The toe was different though, the foot is so far away it was kind of pleasurable having the cutting think jammed down the side under the ingrown part. The jaw is just irritating though.

Asking and hourly rate is possibly a bit forward. You'd probably be better off putting together an e-mail with the information i.e. several small tattoos (palm size, or a measurement, some idea for them to work off) in this style (include reference images, ideally from the shop if they;ve done it before) and where you want them. Then ask for an idea of how much to bring.

There's nothing stopping you just asking the rate though, it's against my British polite sensibilities but I've never dealt with american artist. They may be okay with it.

As far as recognizing quality...I'm a gemmologist. I studied first of course, but I'm now at a point where I've looked at enough stones over the years I can say 'oh that is a so-and-so' and when people ask how I know..it;s because I;ve seen it before. I think the same applies to recognizing tattoo quality, look at as many pieces as possible. Good artists, solid lines and shading. It;s so easy now with instagram and popularity can actually indicate quality because of the competition. If you expose yourself to enough you'll recognize quality because you;ve seen it before.
