I'd say to start you get decent fitting chinos/jeans/plain t-shirts/informal button downs in versatile colors, 2-3 pairs of inoffensive shoes (I don't really track more sw-ish trainer releases, but because boston's kind of a void you can get away with memetic decent stuff, stans and sambas and gazelles and such, or if you think you can make them work, whatever non-loud shoes you think are utile and nice), and some cheap (without being garbage) outerwear (experiment with nicer milsurp, jackets/sweaters with new weaves/materials, find pieces you think are interesting)
basically, you want a body of clothes that aren't excessive in any way (price/details/such), work with each other, and are varied enough that you can actually get a feel for what you're doing and not just changing the color t-shirt you pair with your one pair of black jeans
when you start off, a lot of looking decent is based on looking at other fits and figuring out how and why they work, and thinking about what the most useful and good-looking thing you could buy from where you are now is. getting well-fitting basics isn't hard (it's pretty self evident what a decent fit is), it's pairing/experimentation/expansion that becomes difficult

honestly just get clothes you like in colors you like, I get ~pic related
if you want pure basics, probably 3-4 shorts, enough t-shirts that you feel comfortable/non-repetitive (get a fuckton of white ones tho), good black jeans (and a pale wash if you like that), a couple pairs of chinos, and one or two clean minimalist jackets (ma-1, m65, some fishtail parka, maybe a decent trucker jacket, etc.). shoes are further complications, not getting into that.
make sure everything fits, that should be your highest priority. well fitting clothes look good, and are the simplest best way to instantly improve your look
winter is more heavy/costly, maybe wait until spring to buy stuff, get a better sense for what you want to wear in that time (lurk a fuckton), then wear that til next winter
