Not everything.

Hair past the shoulders for women (in any style) will almost never be denigrated.
Short hair for men probably won't be and hasn't been in many cultures since Greek and Roman times. Though an exception could be said of Renaissance Europe with its fascination with long hair, but that was pretty much limited to the upper classes.

Take perhaps the quintessential male haircut: short back and sides. Who would denigrate this besides people whose very aim is to be counter cultural (such as the hippie movement of the 60s/70s)?

The thing about undercut+(big) beard is that it's a combination of 2 (historically) diametrically opposed fashion traditions.
