It's vary likely to be because you're skinnyfat.
It happens really easily if you diet, and since fat has a lot lower density than muscle and gets distributed unevenly for most people you look like a shapeless sack instead of like a well chiselled and proportionate girl, to put it bluntly.

Good thing is, it's easy to fix. So start exercising, lifting is ideal (yes even if you're a girl) but anything that builds muscle is fine. You're a low weight so you should see results pretty quick c:

I mean, you could go down to a BMI of 15 and finally get the thigh gap that way, but it's not really ideal, your face would probably look hollow, and you'd lose even more muscle. That's part of the reason why recovering anorectics look kinda fat at normal weights. And it's probably more of a hassle than just joining some sports team, or starting to exercise on your own. And it's definitely worse for your body, if you exercise you can stay a low weight and eat more; less chance of getting malnourished is always good, right? c:
