It's more about inspiration. Many of these political movements shared similar aesthetics since they're all modernist political movements and generally hyper-serious in tone. Neofolk isn't explicitly about fascism, though those aesthetics are undeniably relevant. Then again, so is the political ambiguity. The musician most recognized as the pioneer of the Neofolk sound (and consequently, look) is Douglas Pierce of Death in June, and he announced support for National Bolshevik type movements, if I remember correctly.

This is a contentious opinion. You're right that it INVOLVES traditional European culture, in that it references European aesthetics (runes etc). But I'd say that's relevant because Europe was suffering a kind of death of its culture as it transitioned into Modernism and exploded into two world wars. And it's this emotional charge of romantically and brutally and existentially attempting to resurrect dead traditions which most characterizes Neofolk. This is also why ROME can write about Rhodesia (granted the Boers and Rhodesians viewed themselves part of a continued European culture) and, even further to the point, why DI6 can incorporate Japanese imagery into their designs and remain a Neofolk project even in that instance.

Japanese lens is very very obvious. Ero Guro, Suehiro Maruo, Yamamoto Takato, Mishima (I'm especially thinking of the boys in The Sailor Who Fell from Grace with the Sea and all of Confessions of a Mask).

I think Americans lacks the divine whose loss needs to be mourned. The closet equivalent I find is Southern Gothic.
