My two cents. I've studied military fashion pretty extensively, did a dissertation on for a fashion/art history degree. Nazis are pleb-tier stylistically, not event the best fash fashions.

The cake definitely goes to the Italians, specifically Bersaglieri units from 1922-1936 when the supply problems mussolini was having with the military became pronounced.

First off, their trenchcoats were contracted out to Burberry. Now, the UK had a lot of shit military contractors making their uniforms and huge cost-cutting measures were taken with the cotton they were importing from India -- there were droughts that weren't bringing fabric up to standard. But once place they didn't skip was with Burberry, which used cotton in their gabardine straight from the Deep South. Highest quality stuff. The Italians quickly realized that, contracted to Burberry and their all-metal specifications on the accessories actually made for a better-quality trench-coat than the brits had. This is because Vittorio Emmanuele actually insisted on trying on every part of the uniform the common soldier would wear and would supply feedback. No other leader did this.

Next Gucci boots. This was before Gucci became a trend brand -- we're still talking about when Guccio was running the show in the 1920s -- the Italians contracted out his company to make boots for officers. He suggested a slightly lower cut and these designs are actually still very present in contemporary designs. They saved a small amount of material that went into strengthening the existing frame. Sadly they couldn't keep up supply and Mussolini when cheapo starting in 1937 with new contracts.

Finally, Beretta was actually expanded to develop uniform prototypes -- Mussolini basically eyed turning them into a one-stop fascist-style Italian Zaibatsu that handled every part of uniform production. To do this, he basically commissioned a shit ton of money to be used to pluck elite designers to jump ship and design M36 Bersa.
