The problem with colourful clothes is that they usually lack other design elements and rely solely on being colourful; they're just basic silhouettes and fabrics. There's nothing wrong with basics, the issue is that wearing a colourful yet basic outfit is simultaneously committing to having something unique and flashy, but also going for a conservative and basic silhouette. Thus the key is to find colourful clothes that also have a unique cut, silhouette or at least detailing that sets them apart from normal clothes if you ignore the colours. The best example I can think of colourful clothing with a basic silhouette is a tie dyed tshirt - I hate these because they always look cheap, tacky and DIY'd and have a basic silhouette.

I would also point out that colourful doesn't have to mean loud. Pic related is what I would call colourful but not loud. Highly saturated colours look better on darker skin; if you look at ad campaigns for brands like Gucci, you'll notice they put the most saturated colours on black models. I think there's a proper to do maximalism and the conservative way; the example in your OP I would expect to be wearing plain blue, black or grey jeans with the sweater being the only flashy part of the outfit, so the latter. It's not wrong, but it's 'playing it safe' instead of leaning into wearing something intentionally eccentric.

I own the t-shirt in pic related and am hunting for the blazer and shorts with the same print. I foolishly passed up an opportunity to buy the blazer for about 18000 yen when I was last in Japan and regretted it shortly after.
