I'm having a hard time finding a pair of pants that fit me.

Last year I started running and cycling a lot, thus my thighs got fairly muscular. I'm not fat by any means; I can comfortably wear a size 30 or 29 depending on the cut. But because of this large thigh/skinny waist situation its made it difficult to find pants that give me a nice silhouette.
All pants I try on I'm either busting out in the thighs but have a nice comfortable waist, or are super loose around the waist and are ok in the thigh (even then, its a little tight.)

I know an option is to get pants tailored to my liking, but I was hoping there would be someplace you guys could direct me to find pants of my liking.

(And yes I know of tapered fits like the ones on Asos. I've tried them. The rise on those pants are ridiculous. They're usually 13+ inches)
