that's a Haworthia cooperi hybrid from Japan. The genus of Haworthia has a lot of neat varieties and people breed them for interesting forms. That hybrid is brand-named "OB-1".
Haworthia mostly grow in South Africa so they have really thicc leaves to store lots of water, and some have nice transparent windows in the leaves that look extra cool.

I think this one is a Haworthia springbokvlakensis hybrid, also Japanese. You can start with cheaper but still cool varieties for like 4-5$ online and then buy the fancy ones (30-100$).
