There's your problem then. Stop trying to restrict so low and keep to a deficit of no more than 500. You'll still lose around a pound a week and it will be consistent.
You should probably see a therapist about your b/p issue to ever get completely rid of it, but not starving yourself will help a lot too.

To a degree, yes. But if you do it too much you end up with a bigger caloric deficit than intended, which can lead to binging in the future. It's better to try to keep it reasonably accurate.
