I understand that layering at its core is just the act of having one thing on top of another thing, but that pic is just silly. Layering well in fashion implies several layers that supplement or compliment each other, not just a tee shirt poking out from under a sweatshirt.

Pic related is what I'd call good layering. Each layer aids in the transition to either the subsequent color or part of the silhouette.
