Grand Seiko SLGH005 meets all your asks, depending on whether you like the design. It has Grand Seiko's new direct impulse escapement, free sprung balance, hi-beat, 80hr power reserve, excellent external finishing, good movement finishing (for this price-range),

If you want something sportier you can look at the Tudor Pelagos and Black Bay 58, Rolex, Omega's Seamaster and Speedmaster Professional. All of these have trade-offs but are at least worth thinking about.

If you want something dressier there's JLC's entry level models. Personally I would go Master Control Date or entry level Reverso over the current entry level MUT models.

For mechanical watches I'd say the minimum is around $9,000 USD. The Grand Seiko SLGH005 is objectively better in almost every respect than a Rolex, barring a couple of things where Rolex is the best in the industry.

The 9sa5 is a more technically advanced movement, with a higher beat rate, a longer power reserve, an innovative new escapement design, and better finishing than Rolex's 32xx.

Grand Seiko externally finishes their watches to a higher standard than Rolex does, with Sallaz polishing and micro polished/brushed hands and indices.

Only advantages Rolex has are end-link-to-lug fitment, clasp adjustability, and lower bracelet flex, but these are things where Rolex is hands down the best in the whole watchmaking industry.

I don't think Omega pulls ahead on enough measures viz. Rolex to be considered unambiguously better, personally.
