Correct, this is something used by the right out of sheer ignorance. Their are many schools of Marxism e.g Marxist-Leninist, MLM, Trotskyists, Leftcoms, Anarcho-Communists, Dengists, De Leonismists, Post-Marxists esc... And almost all of these groups would refer to themselves as Socialists.

In Marxism we look at thing through a Material analysis. No universal standard exists for how to best go about building Socialism because material conditions differ from region to region and country to country. Irish Socialism naturally will have Irish characteristics. But at it's head the goals are fundamentally the same.

Again I am assuming you are referring to Marxism-Leninism and no the Soviets were not nor was Soviet Russia at that point either since it as a school of thought came about after Lenin's death. However solidarity is clearly shown with our Russian comrades hence the name "Soviets" meaning Councils in Russian. The proletarian struggle is truly a global humanitarian effort.
