See on pic related at the bottom of the window it says "#tags"? It's kinda like using hashtags on Twitter. They are keywords for making your content more easily searchable. Don't think it is like Facebook where you tag people so they can see whatever it is that you tagged them on.

Say, on pic related, I'd tag that with "#Game boy, #Effay, #Fashion", etc. So when someone writes on the search bar of Tumblr "Game boy" my image will appear among with all the other content tagged with that keyword (note that you can use spaces on the tags).
