The subdial is clear with the markings and numbers printed on it. The hand is underneath, connected to the seconds post. Sitting between the hand and the seconds post is the white background of the subdial. The entire subdial is moving.

Instead of watching the hand turn as it goes around the subdial, try looking at the center of the hand: it will look like the movement of a normal seconds hand.

Alternatively, draw a Cartesian plane with a domain of [-5,5] and a range of the same. Take another color and draw lines connecting (0,0) and (0,5), (1,0) and (0,4), (2,0) and (0,3), (3,0) and (0,2), (4,0) and (0,1), and (5,0) and (0,0). Repeat this for each quadrant and you will end up with that thing they show in the beginning of the video.
