For water based Layrite Superhold and Admiral are GOAT of course. If you want something interesting try Anchor Teddy Boy original, it's a water based in that it washes out with one rinse, but unlike other water based pomades it does not dry out. You can recomb it more easily throughout the day. Hold is a little lacking though, but it's a nice one and has a nice peppermint smell like you're looking for
