The German army was a seperate entity, which very much didnt enjoy the Ndsap's desire for control over them. It is also well known that many Germans (etc) weren't entirely fond of Hitler, but they were all very much in love with the early party; bringing them out of a depression, giving them back their independence and dignity etc..
The Schutzstaffel however were the full believers of Hitler and the Ndsap ideology, and were almost always given the best treatment (compare their uniforms to that of the heer).
