Ive been growing from a hy since august 2014, the sides of my head were completely shaved (at the bottom, there was a fade/taper/whatever)

all you can do is wait, shit takes forever. the "big" phase you are describing happens to pretty much everyone and you just have to wait it out. It's the transition from short to long hair and the only way to make your hair hang down nicely is to wait until it's long enough to do so. How curly is your hair op? What do you currently do to it?
