You are better off burying large corrugated culvert pipe instead. It is safer, easier to work with, and modify, the exact thing legit bunkers and underground rooms are made out of in the first place, and cheaper because you don't need to reinforce them like you need to do with shipping containers.

However, I would not bury a culvert shelter unless it had been fully sprayed on the outside with truck bed liner. This will make it 100% corrosion resistant as well as add a bit more structural integrity. I'd also only bury it half as deep as what the culvert was rated for.

Even with the sprayed on truck bed liner, this is far cheaper than making a fully buried shipping container properly structurally safe. Each buried container-type system has its needs and drawbacks. I highly suggest you research them fully before even digging.
