Til we get that shot of the IC, I'm gonna guess it's a 555 timer judging by how it's wired up. It's hard to trace the circuit without seeing the bottom of the board, but it looks like the LED will maybe blink (possibly really fast depending on the value of that big orange capacitor, so it looks like it's burning steady at different brightnesses depending on other stuff) unless you grab both handles, which would pull the output on pin 3 closer to ground and maybe bring it below the turn-on threshold

OP, I've got an assortment of DIP8 ICs lying around along with probably all of the other components in that thing. I could breadboard one real quick and see if it does anything interesting if you can get a better shot of the board, maybe the bottom of the board too if there are any jumpers, which from what i see there would probably have to be. I'd assume it's a 9V battery in the bottom box.

HAHA I was right! Yeah, looks like the thing is supposed to measure body conductance and use the brightness of the LED as an indicator. I don't see it working too well though. Not sensitive enough. The signal going through those resistors would go between 9v and ground depending on the resistance between the two handles. A human is pretty much ground compared to a 9v battery in any case.

Also if that ceramic is bad the IC won't oscillate. It'll just put out a steady voltage. If there's blinking it's probably too fast to see. You'd see the rate as a change in brightness on the LED.

I was just thinking, maybe we're looking at this the wrong way around. Maybe the LED is just an on/off indicator. If one of the probes is tied to ground, and the other one ends up ultimately on pin 3 of the 555, there would be a ~9v peak-to-peak pulse at probably a pretty high frequency between the probes. Electrotherapy quackery?

Anyway, once the mystery is solved, if you decide to scrap this baby, you can get some cool beeps and boops out of that IC running it in astable mode into an amplifier. Change out C for bigger values for lower frequencies, and you can put a pot between C and ground to tune it.
