Is pic related yours? Theres part of your problem. Shits outside and exposed to the weather. the connections have probably gotten are fucked up. Get a new wiring block and and put that fucker in a weathertight box.

step 1. rip the white cables out and clean them up
step 2. unscrew the rotten board and throw away
step 3. replace with new 'wiring block'
step 4. connect the white wires to the block (right?)
step 5. give yourself a pat on the back and make urself a cup of tea and a bacon sandwich.

Those are splices. Its a fast way for shitty techs to spice wires when they are too lazy or ham-fisted to do a proper job of it. As long as the wires inside still look clean you are probably okay. They look like vampire connections and those stay pretty clean. You don't want more than one splice on the same run of wire though. If you look at the exposed connection on the wiring block though you can see that they have oxidized and gone all gray and green. That is bad.

You got a couple problems.
This looks like a building terminal for an apartment or business building back east. It should be replaced with a modern one with lightning protection in it. The telephone company should fix it, if it's their stuff, it's so far beyond code if this is a building entrance.

If it's your landlords, tell him to fix your goddamn phone, he's required to provide at least one working phone jack if you want a working phone in most states.

If it's yours entirely, then you've got problems. Pretty much proceed to what the other guy said to do. I'd recommend Krone or 110 instead of 66 block though incase your phone company offers VDSL ever, and it's not much more expensive.

My take: The cover for your building terminal is gone. That style of wire wrap needs to be soldered for corrosion resistance, especially in this environment, but it's probably not worth going back and doing that unless you have experience with 1950s telephone tech.
It looks like someone has been replacing the wire wrap block with off-brand scotchlocks (the yellow/clear caps on wires) for years (which are fine if used properly and are a decent brand... neither of which is true for many of your connections, some idiot stripped the wire on them which is counter productive, they're also off-brand and were probably applied with pliers)

The off-brand scotchlocks make me thinks it's not telco property now. Probably owned by the building owner... should be replaced with a proper termination block. Makes everything so much easier. Scotchlocks work fine though... if they're done right. Pic related, 3m E9-C cartridge crimping tool. Good for cat5, HDSL, almost everything if you use it right. ~0 ohm resistance.
