they are, I've used them to make bongs many a time, I'd say about 1.5mm thick aluminium. However over here in the uk, other than coke during the olympics and a coors promotion that lasted 3 weeks and never came back, we don't normally have them.
Although as an aero engineer I still can't figure out how this it a "jet burner", and why so much effort is put in. It seems a hobo stove wold be much better.

problem with that is:
1) that process wont get rid of bacteria (which would require boiling)
2) even boiling wont get rid of other contaminants such as heavy metals and industrial waste (which would require distilling and recollecting the water)

For a "survival scenario" you can't make too many assumptions about water quality, and honestly you'll drink whatever if pushed to far.

tl;dr You're better off distilling water, which if you can do that makes this process pointless.
